Anne Marrelli, Ph.D. is a Senior Research Psychologist for the U.S. Merit Systems Protection Board in Washington, DC. She and her colleagues conduct research studies of the management of the Federal workforce and make recommendations to the President, Congress, and other Federal decision makers for improvement. Dr. Marrelli has more than 25 years of experience in performance improvement including performance management, competency modeling, training and development, individual and organizational assessment, strategic workforce planning, and organizational development. Her former employers include American Express, Hughes Electronics, the Educational Testing Service, and the County of Los Angeles. She has also worked as a consultant and managed performance improvement projects for several Federal agencies as well as state and local government entities. She earned M.S. and Ph.D. degrees in Educational Psychology from the University of Southern California. Dr. Marrelli is the author of numerous journal articles, book chapters, and technical reports.

The collection of data is an essential step in the systematic identification and analysis of performance improvement opportunities and the selection, design, and justification of interventions to address them. Data collection is also vital in evaluating the efficacy of the interventions after they are implemented as well as identifying obstacles to overcome or modifications required to increase their effectiveness. This chapter discusses factors to consider in selecting data collection methods and fundamental guidelines for the application of these methods. It also provides an overview of ten different types of instruments. Each overview includes a description of the method and a summary of advantages and disadvantages.
